IBM: where is customer data stored and processed?

IBM stores personal data in US data centres under the Data Privacy Framework for covered services, and for some services outside the EU/EEA processing is temporarily routed to a US data centre. For watsonx, customers can choose region at sign-up (trial version); Frankfurt, Germany is named as an option, but this is not confirmed for IBM as a whole, and model inference is available in Dallas and Frankfurt. Several IBM group companies in the Netherlands, India and Italy are listed, but their group relationship to IBM is not confirmed. The data processing addendum is referred to but has not been retrieved or read, so it cannot be confirmed where data is stored.
